  5.     The exercise in shuttle diplomacy was intended to repair
  6. U.S.-Kenyan relations, which have become increasingly strained
  7. since President Daniel arap Moi's crackdown on dissidents last
  8. month. Afterward, Moi described the talks in such glowing terms
  9. as "friendly," "genuine" and "sincere." But U.S. officials had
  10. a decidedly different assessment of the three-day parley. One
  11. diplomat declared that Kenya had "backstepped politically and
  12. economically."

  14.     Last week another U.S. official was even more blunt.
  15. Relations between the two countries were "at a turning point,"
  16. he said to TIME after the meeting. "We told Moi that he has one
  17. month to make some changes." After that, he explained to the
  18. Kenyans, there would be no chance of deterring a disapproving
  19. Congress from cutting U.S. aid.
